Mr. Kong is the Senior Advisor on GovTech at the Integrated Delivery division of the Digital Impact Alliance at the UN Foundation (UNF-DIAL), a “think, do, replicate” tank that combines practical research with evidence-based advocacy to advance digital inclusion to achieve the SDGs. His vision and thus career are rooted in the principle that achieving a data-conscious culture and leveraging rights-protected digitally-enabled efficiency jointly advance public systems and industries. He currently reinforce this belief with partners incl. ITU, EU member states and agencies, Smart Africa, UNICEF, and other development actors to make coordinated investment and cross-sectoral planning in digital a reality. He has been based in Canada, US, Philippines, Hong Kong and Spain with combined overall exp. in informing global policies and digital innovation in global health and governance, streamlining research priorities at an ecosystem level (in malaria), and empowering businesses and governments with actionable data.

He previously served  as coordinator of the Malaria Eradication Scientific Alliance (MESA) hosted at the WHO Collaborating Center for Malaria Control, Elimination and Eradication within the Barcelona Institute of Global Health (ISGlobal), with overall management of strategy and work portfolio on technical syntheses re. malaria R&D ecosystem, scientific direction and knowledge gaps within human understanding in the elimination of the disease. This included cooperating with research institutions and investigators, policymakers and funders to identify research priorities. From 2014 to 2017, he acted as an adviser to the CIO at Globe Telecom (Philippines) to develop and implement a portfolio of digital health innovations, with special focus on collaborating with public and INGO stakeholders of the Philippines. Formerly he had also assisted WHO, UN-Habitat, UNDP, Grameen Foundation and other INGOs on policy review, programme design and coordination, and had a 6-year span designing data strategies and enterprise-level architectures for large corporations and public entities.
